Image Joomla framework ver.1.0.x does not contain fully flexible solution for non-english, non-western_european languages. Here are some solutions for front-end presentation layer see Joomla! Accredited Translations. But when I tried to arrange NewsFeeds from different language and codepage ressources then the result was not satisfactory showing garbled characters with ASCII code over 127. The problem seems to be the standart Joomla Component newsfeeds which expect only ISO coding and when RSS feed has e.g. iso-8859-2 coding and resulting page should have windows-1250 coding all specific characters(ASCII code over 127) are replaced with '?' character.

Better localisation techniques are in development for Joomla ver.1.5 as described in Translation Manual for Joomla ver.1.5 .
